What are the plans for Woodhall?

There will be up to 1,250 homes, approximately 1 million square feet of employment space, community facilities and green spaces.

What is currently happening with the plan?

The team is putting together a series of outline planning applications (or high-level plans proposing the general principles of how a site can be developed) and hopes to submit the first one covering the employment space in early 2025 and will then focus on the residential and community areas.

By offering the employment space first, this will bring a boost to the local economy, providing jobs both during construction and after completion. It also means that sections of the infrastructure needed for the residential and community spaces will already be in motion, meaning that once work begins on the homes it can progress quickly.

What type of housing will there be? Will any be classed as affordable?

The exact details are not decided at this stage, but there will be a variety of sizes and types for first-time buyers, larger homes, and homes for those looking to downsize. It will include Affordable Homes, either through social rent managed by the Council or a Housing Association, or various government schemes providing support to buy homes such as Shared Ownership or Rent to Buy.

What local facilities will be included in the neighbourhood?

All these details are still to be decided but we will look to provide a new primary school, sports pitches, as well as play areas, outdoor gym equipment, community growing spaces, a neighbourhood hub with a café and a creche. The historic barns will be turned into a village centre with shops or cafes.

What type of businesses could be in the employment area?

There are no confirmed businesses as yet, but the space would allow for companies from either use class B2 (industrial) or B8 (storage or distribution). This could offer space for a variety of companies and could be used as a base for an entire business,with jobs for all skill levels, some practical and some office-based.

Have the plans been finalised? Will I get a chance to comment?

An outline planning application for the employment space is currently being prepared. Outline permission means that the principle of development will be decided. This would then be followed by a series of reserved matters applications, where the finer detail is agreed.

The plans for the homes and community spaces are still in the early stages but will follow the same process of an outline planning application followed by reserved matters applications.

All these plans will be publicly available to view and officially comment on, and the team will hold a series of formal and informal consultation events along the way to make sure residents views are considered as part of the design process.

How does Woodhall fit with the other developments on the Wider Worcestershire Parkway Settlement?

Yes, there are regular landowner and group developer meetings to make sure there is a joined-up approach. Shared consultations, especially with the nearest other proposed neighbourhoods, will be organised where possible.

The Government has said it will unblock the Worcestershire Parkway development. What does that mean?

Worcestershire Parkway was one of several sites identified by the new Government to bring forward. We are working proactively with local and national authorities to make that happen.

When will work start on building Woodhall, and how long will it go on for?

Work will not begin for a few years. Firstly, the site needs to receive outline planning permission, then design, submit and have the reserved matters application (agreeing the final design and details on top of the outline permission) approved.

Once work begins, it will take 10-15 years to complete Woodhall.

As a neighbour, how will it affect me?

We will work with site neighbours to make sure the development is not disruptive, and that they can enjoy the new amenities. The new school, neighbourhood centre, open spaces, play equipment and footpath/cycleways will all be available for the community.

The team will work with its nearest neighbours in Woodbury Park to re-route the public footpath away from their homes, and to enable them to join the new waste network.

In terms of disruption, there will be a Construction Environmental Management Plan approved by Wychavon District Council before work starts, covering working hours, noise levels, traffic management and other elements.

Green buffers are planned between direct neighbours and the site, and privacy of existing and new homes is a key priority. While views are not statutorily protected
the team is aware of their importance, and every effort has been made to retain views for existing residents where possible.

Will the wildlife and trees on the existing site be affected?

A significant amount of work has been undertaken by specialist consultants to identify the historic parkland areas within the Woodhall site, and the current masterplan retains and enhances this as open space. The majority of trees and hedgerows are being retained in the current masterplan and there will be additional tree planting, and other landscape enhancements, as part of the development.

As part of the planning process, several ecological surveys will take place on protection and mitigations for animals and plants across the site. It is now a legal requirement to not only protect but increase the biodiversity of a new development by 10%.

What improvements are planned for the local roads?

We are working with transport consultants and the Council’s Highways team on improvement plans. Upgrade works are proposed to the Pershore Road to reduce speeds and create a more pedestrian friendly environment. Upgrade works to Junction 7 are proposed in future; contributions will be made towards these by all the developers working on the Worcestershire Parkway settlement. Please see the transport page for more details.
